Spokane County Sheriff's Department Press Release:
On Sunday morning, April 7, 2013, at 2:55 a.m., Spokane County Sheriff's Deputy Marc Melville was patrolling in the area of Yale and Woolard Road when he observed a vehicle pass by him northbound on Yale at a very high rate of speed. Deputy Melville estimated the speed of the vehicle near 100 mph when it passed by him.
Deputy Melville attempted to stop the vehicle at Big Meadows and Yale Road. The vehicle failed to stop at the stop sign at the intersection and continued northbound on Yale.
Near East Elk-Chattaroy Road, the vehicle passed another vehicle in a no-passing zone at a high rate of speed. Deputy Melville located the vehicle on the north side of 6414 East Elk-Chattaroy in a ditch. Two occupants were in the vehicle uninjured and the driver, later identified as 27-year-old Vyacheslav Kostenyuk, had fled the scene.
Sheriff's Deputy J. Thurman and his new K9 partner Laslo responded to the scene. After about one-mile of tracking, Kostenyuk was introduced to Laslo. This was Laslo's first track since becoming Deputy Thurman's partner.
After Kostenyuk was released by medics he asked Deputy Melville to retrieve his phone inside his vehicle. Deputy Melville was not able to locate his phone but did located a baggie of a white crystalline substance that field tested presumptive positive for methamphetamine. Kostenyuk said the methamphetamine was not his.
Kostenyuk was booked for the felony charge of Eluding. Additional charges are expected.
