UN calls for dialogue between Congo, Rwanda

UNITED NATIONS (AP) - The U.N. Security Council says dialogue is urgently needed between the Congo and Rwanda, which is accused of supporting the rebellion in eastern Congo.

German U.N. Ambassador and current Security Council President Peter Wittig says a high-level meeting is planned for next week's General Assembly on eastern Congo, where a major humanitarian crisis has hit.

A recent Human Rights Watch report said the newly-formed M23 rebel group is responsible for widespread war crimes in eastern Congo, including summary executions and rape. The report says the group has forcibly conscripted at least 137 youths and killed at least 33 young men and boys who tried to escape.

"There are too many victims, too much suffering, too many displaced persons and refugees," U.N. peacekeeping chief Herve Ladsous said. "This has to stop."
