SPOKANE, Wash. - After a contentious 3 hour debate Monday night, the Spokane City Council voted 4 to 3 in favor of structural changes within departments. The ordinances update the city charter to reflect how city is operating and structuring for the future. The city's Human Resources department says it's a move to give leaders and department directors more flexibility to hire the most qualified people while not impacting civil service. The ordinances streamline organization by creating directors positions in both the Police and Fire Departments which will now become divisions. It allows additional appointments by department heads raising the total to 14 by the Fire Department and 12 by the Police Department, although not all of those positions will be filled. Those opposed say this only creates more mid and upper management positions that will be paid for by taxpayers instead of putting more officers and firefighters out in the streets where they're needed. The Chiefs of Police and Fire both agree that something has to be done and as times and needs of the city change these departments also have to change to meet those needs. Appointments by directors however must meet approval by the city council to combat at sort of possible nepotism or cronyism in potential candidates. These ordinances do not create positions. In fact, they are budget neutral.
