Justin Bieber calls for legislation after death of photographer

An amateur photographer was hit by a car and killed after he pulled over to take photos of Justin Bieber's Ferrari, police told The Los Angeles Times.

Just before 6 p.m. on Tuesday evening, the photographer got out of his car and crossed L.A.'s Sepulveda Boulevard to snap photos of Bieber, who was pulled over on the 405 Freeways for a traffic stop, LAPD Sgt. Rudy Lopez said. As the man crossed back over the busy street to return to his car, he was struck. He later died at UCLA Medical Center. Bieber was not in his car at the time; a friend was actually driving the vehicle. Police are also questioning the person who hit the man, but no arrests have been made.

"While I was not present nor directly involved with this tragic accident, my thoughts and prayers are with the family of the victim," Bieber, 18, said in a statement obtained by People Wednesday. "Hopefully this tragedy will finally inspire meaningful legislation and whatever other necessary steps to protect the lives and safety of celebrities, police officers, innocent public bystanders, and the photographers themselves."

The singer has a history of being followed by paparazzi. In July, Paul Raef was charged with being involved in a high-speed pursuit of Bieber, but the judge dismissed the lawsuit.
